    OIO v 2.6, WP v

    Hi

I have 12 default adverts set up here http://www.lcgb.org/find-an-ibclc/
    There are no other ads.

are they stuck in their places or can they rotate and move position?

I have set a rotation factor of 12
12 default ads and it's set to rotate equally with purchased ads (of which there are none).

Should I do this in a different way? I don't want duplicates to show up on the page either, is that possible?

If I set up 1 advert space and put all 12 ads in rotation in that, then in the widget put 12 of the shortcodes in to have them in a column would that work? How would I avoid duplicates?

Sorry for the delay. OIO ads do rotate by default, but looking at the link you provided I can see you are using wp-super-cache, which is what is stopping ads from rotating since the ad output is cached as well.

You can get around this by using a text widget and putting in OIO's javascript ad code instead (which you can find at the top of the ad zone settings page, for that zone).
