What exactly do you mean in the changelog when you say, "enhanced support for fluid banner ad zones"?

Does this mean we can now add banners of various sizes to the ad zones?

It doesn't directly relate to the size of the individual ads, but the space the ad zone takes up.

By default, an OIO ad zone will now take up as much space as the container it is placed in allows (up to the max width / height set in the admin area for that zone). It makes the zones work better across different devices without any configuration needed (for responsive sites etc).

Does the way I explained it there make sense?

Yes that makes sense, thank you.

I have however been anxiously waiting for the ability to cycle banners of different sizes within the same ad zone (mainly header banners), I thought this may have been it :).

It's possible that might work too (if you're placing the ads yourself?). Try setting the height of the ad zone itself to zero and then add in a couple of different sized banners. It might work (although wasn't designed for it, so I can't guarantee it).
